93 940 wagon failed emissions on NOx in New Jersey 900

The bi-annual NJ emissions inspection always makes me squirm. The 940 has the complete exhaust replaced four years ago with an after market cat. Two years ago I had to use the snake oil "Guaranteed To Pass" to pass high NOx. It is that time again. And there are no surprises.

NOx 937 allowed, 1155 reading
HC 124 allowed, 75 reading
CO% 0.69 allowed, 0.37 reading
CO2% 13.6
O2% 1.1

What do you guy do to make this 15 YO car to jump through that hoop?
