Wagon bumber with shocks will not let go. What am I missing? 200 2002


There is a '92 245 wagon in a local pick-a-part yard that has a perfect rear bumber that I cannot seem to free from the car. I need it for my wife's wagon after my daughter backed it into a post at Blockbuster. I took the big bolts off. I removed the small bolts that hold the shocks to the frame. I removed the little trim bolts on the side. There are no other bolts holding this to the car. When I try to pull the whole bumper with shock off the car it will not release. It moved about 1/8 of an inch. There is no rust and it all feels loose like it want to come out. I have yanked and pulled over and over. What is the deal? What am I missing?
