why does it only start when 12V jumper from batt applied to rsr? rex/regina system 700 1990


gents,
this problem continues from last week, my brother's 745 with regina system.

1) does not start with rsr. does not start when switching swapping fan rsr.

2) i measured input voltage and ground on injector rsr, 12V. when i use a wire jumper connecting the 2 large rsr wires. the car still doesn't start.

3) it starts when i apply 12V directly from the battery to the large brown wire.

4) another point, when i measure the voltage across from the 2 large wires (brown & green?) i get about 9V. of the fan relay, it shows 12V.

5) i pulled each fuse out to see if there is a drop in voltage between the injector rsr wires, but no voltage drop.

6) i checked the ground wires by the fuel rail, and along the firewall, all ok.

one thing all brickers were right on, nothing is wrong with the ecu.
