2 problems on '83 244GL 200 1983

1. I went to replace my steering rack boots the other day and noticed that there's about a 1/8" of play between the inner tie rod end and the rack. I assume there is a U-joint under the boot, I haven't taken it off yet. Is that joint replaceable, or do I have to replace the whole rack? How bad is it to drive it like this? The tie rods and ends are in good repair.

2. Yesterday, my OD blew a fuse. Today I replaced it and delivered through downtown (lots of cranks, stops, rarely in OD) and then drove on the highway several hours later and it blew a fuse again. I replaced it, drove another 15min or so on the highway, and it does it again. What is blowing this fuse? And I mean its BLOWING, the metal strip is folded back all the way like it exploded. I get the impression that it's getting hotter the longer I'm in OD
