Bumper Trim replacement. Why is this so hard? 200 1988

I think I am missing something real simple. I cannot get the front bumper center trim piece to mount. There must be an easier way. The rubber seems flexible enough. Should I loosen the bumper first, then put the trim on and hope it won't pop off when I tighten things up? Am I the only one who has this issue. I have the new clips and bought extras since I have ruined a few already. As soon as I have it on one clip and then try the next one the first pops off again. Either I am breaking them or spreading them too far to grip. Good grief! Has anyone tried epoxy? Just kidding. I need some input on this. Thanks in advance. jg
