Question on the counterhold tool

Just replaced a harmonic balancer on my nieces 740. Bought the hold tool for this and for future work.

It attaches to the tensioner bolt at the top, and the three prongs latch into the pulley slots, of course.

PROBLEM I had was getting it to go over the bolt, and into the pulley at the same time. It was like the top hole on the tool was drilled too low. Finally I got it just a bit on the bolt, and wedged a bit into the pulley. Then I tapped in place with a hammer.

It messed up the top side of the bolt on the tensioner, but the nut fixed all that, remaking the threads when put back on.

I think it should not have been that hard to get on, so I have to have been missing something.

What was it? ...unless the tool was made a bit wrong.
