The new HB could also add to the problem

I can't arbitrarily condemn the Pakistani counterhold, but if the new HB was also a low-buck offshore item, poor machining where the counterhold fits may have made it a poor fit at the tensioner bolt.

That was the case with an "MTC" balancer that I returned to FCP because the (US made) counterhold wouldn't fit into it at all. I then went with an OE balancer, more expensive but no question as to quality and fitting.

And I've since reverted to using the safe, fool-proof "Rope Trick" to loosen (and tighten) the HB bolt, leaving the shiny counterhold to gather dust.
