sticky speedometer needle 200 1991

'91 245.

symptom: speedometer needle doesn't respond to small changes of speed, approx less than 5mph. for example it will stick to 60mph if i accelerate to 65 slowly, or slow down to 55 slowly. it will start to move if given enough of a shock such as car hitting a pothole. the odometer otherwise works fine.

does anyone else have this problem? i'm wondering what to look for when i open it up. i'll be replacing the odometer gear regardless, btw, even if it's not related.
