Failed Nox (ppm) today 200

I went to have my 1986 Volvo 240 smogged today.
She failed the nox no ppm with the average being
1125 mine was at 1589 at 1739 rpm's and 1428 at 1786 rpm's
All my vacuume lines were replaced even on the ignition box.
New throttle body gasket, new flame trap kit, engine harness
& ignition harness, new coolant temp stat etc. Why would she
fail? The cat coverter looks fairly new and shiny. When I got
the car the engine oil was pure black. Should I do a engine
sea foam flush?? Usually high nox is high engine temprature?
