Indie Volvo shop near Brunswick, ME? 200

My sister had her kid's 1990 245 towed to a Volvo dealer in that area recently (just a bad FPR connection and drained battery, I think) and they really saw her coming. Said that needed $2700 to pass inspection, including new headlights due to adjustment frozen. I'm sure some things need to be taken care of, but they bought this car new and it lived most of its life in Virginia, and was cared for by a very good Indie Volvo shop. They want to charge her $250 for "diagnosis/inspection failure." Does anyone know if Maine is like other states where a failed inspection is $10 or so, and you have 2 weeks to get everything taken care of? Anyone know of a good, more honest Volvo shop in the Damarescotta? Brunswick, ME area?
