Fuel Tank Sender Replacement 120-130

I'm not sure who posted it, but thanks for the tip about the VDO sender Part # 226-001 being a perfect match for the Volvo fuel sender. I have found the VDO sending unit for as little as $24-$28 which is a lot cheaper than the Volvo part.

However, when I went to order the VDO fuel sender they indicate that I also need the Bolt On Fuel Sender Flange Part # 226-451 which costs an additional $20.

I thought I need only the fuel sender and a gasket that should cost no more than a couple of bucks. Am I being taken? Do I need the bolt on flange?
