rear running lights in 89' 245 don't work 200 1989

I have recently acquired a 1989 245. The rear (upper) running lights do not come on when I turn on the parking lights or the headlights. (I have a similar problem with a '93 245 that I'll mention in a different post.) Both bulbs are good and there is no voltage getting to the bulbs (I checked with a multimeter). All of the other lights both front and back work as they should.

Also, it appears that the harness in the spare tire storage well has been cut into to fit an UHAUL adapter for trailer lights.

Has anyone had this problem before? When the relay fails is it possible that only some of the lights fail?
