Swedish Treasures has the dash cover. $$$
I have seen several cars with a painted dash that looked pretty darned good.
You could make a dash cover with thin foam rubber and vinyl. See www.secondchancegarage.com. Use their search function to locate the T-bird dash refurbishment.
If you are really into it, you could use foam and bondo to make a mold and then vacuum form a fiberglass cap.
Finally, there is a dash cap for sale on ebay for about $100. You will need enough of the original to seal up for a base for it; it is strictly a dash cap.
For the fender welting, I know you can get color matched welting for a dollar a foot. Use Google to search "fender welt" and it should come back to you on the first page. Also, J.C. Whitney sells fender welt for VWs that should work just fine. I think less than $10 for enough to do all four fenders.
SwedishTreasures has the windlace for $30. I don't think you will find it cheaper than that.
The headliner is a bit of a problem if you are trying to do this on a budget. The headliner available at SwedishTreasures is awfully expensive. If you have enough of the original to make a pattern, you can sew (or have sewn) material of your choice. Again, Goggle is your buddy looking for headliner material. Making a headliner from scratch still won't be inexpensive but certainly less expensive than the prefitted headliner.
Be sure to check CVI and GCP. I didn't look specifically for headliner but they should have it.
