Wire to crank sensor - quick question 700 1991

The lead to the sensor on my niece's 740 is frayed badly. I have pulled back the outer cover, exposing the bare wires to tape over.
Is all I need to tape is the small wires?
There is a sheathing of a sort, a covering surrounding the wires under the plastic outer cover that has separated. Do I need to re-connect that in some way or is it nothing?
