Steering shutter AFTER poly bushings 200

During the course of putting on my poly's on the control arm and new balljoints I left the sterring wheel unlocked to pivot the the strut tube around for better access to the four bolts at the bottom of the tube... I've done this several times in the past, I hope I'm not alone in this method. Some minor PS Fluid seapage was noticed.

Now I've been on the road and tested the ride and cornering in my favorite parking lot I've been getting a great deal of shutter in the steering. Fluid level is consistantly JUST above the warm line. Yes, I have turned the wheel ALL the way left AND right to alleviate the air in the system and this shutter persists... Is this a sign of weakening rack and block?
