940SE Heater Fan Has Stopped Working 900 1991

Hi, my heater fan has stopped working completely. Did some research, found that it's most likely the ECC. Bought a new (used) one on eBay. Changed it tonight, no difference. I noticed, that while you switch the fan setting from 4-5 or 5-4, you can hear a relay like sound somewhere behind the glove-box.

Any ideas where to start? There are no codes set on the ECC except 161.

I found what looks like the power connector for the fan motor. It's a yellow connector with a blue retaining clip, just two black wires. Anyway, with the fan control switched on, I read 1.5vdc across these wires, all the time. In fact, it doesn't matter what position the fan control switch is in, 1.5vdc all the time.

Where should I look next? I hate to start taking things apart, until I know what to look for.
