97 960 overflow tank overflowing 900 1997

I have a 97 960 sedan that overheats AFTER turning the engine off in hot weather. The temp gauge NEVER shows higher than 50% when running but when the ambiemt gets above 95 degrees, the car will boil over AFTER the engine is turned off. The fan never runs with the engine off. Should it?
I replaced the temp sender already. I jumpered a swith so that I can manually turn the fan on. If I run it manually after I stop the engine for about 2 to 5 minutes, the engine cools enough so that the overflow tank does not overflow.
Has anyone else had this problem, or has anyone installed a t-stat to run the fan when the engine is off but overheated?
