Can Someone Explain this Vacuum Valve to Me?

I've got this vacuum valve on the firewall of my '83 242. I've seen similar vavles on B21FT tubo cars, but mine has LH electronic injection. I can't find any mention of it in any of my manuals. Please see the photo below.

Obviously, the valve isn't hooked up, but I would like to get it working as it should. I have a slight "bog" when accelerating and I'm thinking this must be some sort of acceleration enrichemtent switch.

Any help would be appreciated.
