..the 13mm bolts are inboard, towards the engine. the outboard bolts you see are mounting bolts...

...this nut locks the adjusting bolt...takes 13mm socket...if you pop off the airbox cover you'll have more room to operate...you can clean out the airbox, change your filter and check the airbox thermostat at the same time ...flap should be in the cold airopen position by-the-way...unless it's < 56 degrees where you are...
