Fuses...What fuse goes where? & an a small problem. 120-130 1968

So I was helping my dad install a carpet kit in his '68 122S and he said he noticed that his parking brake light, parking lights, as well as his instrument panel lights were no working. Hi headlights and signals work fine. I thought, no problem, probably a blown fuse. I have a look and all the fuses are intact and all the connections are clean. I gave the fuses a spin and re-set them in their holders with no luck. I walk over to my '68 and notice that we have different fuses in different spots. I've got three 8A and one 25A, and my day has three 8A and a 16A. ???

From top to bottom ... what fuses are supposed to be where? I've got different service manuals saying different things.

Also, If you have an idea as to why the instrument panel and other lights aren't working, let me know.
