240 Voltmeter Calibration Possible?

I've tried two voltmeters in my '83 240 and both of them are pegged at 16V when hooked up with the engine running. I've verified that I'm getting 13.8V at idle at the voltmeter connector.

Are these units servicable or do I have to find another one and hope for the best?

I attempted to use the search feature, but didn't have any luck.
