S.O.S I've got water coming in 200 1987

With the ton of rain we received, I've got water coming in up along the cowl. It's draining to the sides and down along the kick panels onto the floor. I had to pull out the carpet, the glove box this weekend and had to patch up a couple small rust holes up along the windshield by the top of the front fenders, but this only reduced the amount of water. It still drips through. Is it possible to fill the ends up under the dash by the door bolts with expandable foam? Where will the water drain to? Is there any easy way to fix this without having to cut out the cowl?
