I think I found the source of some problems...! Clogged cowl drain 700 1987

Hi folks,

The grate inside the passenger air intake (?) at the bottom of the windshield, has standing water in it after a heavy rain, and the inner mesh is displaced. I think that a clogged whatever-this-is is the reason for a funky smell that I've attributed to a heater core odor.

How do I take this apart and clean it? Looks scary. I read the FAQ and it seems that this piece of bodywork lifts up? I'm confused.
