164 not getting gas - help? 140-160

We went away for a week and a half on vacation, and when we came back the 164 wouldn't start. At first I thought the battery was dead, but I had AAA come out and test it and it's good. The car cranks over fine, but there is no gas getting to the fuel filter.

What should I check now? I found the gas cap a bit loose when we got back to the car, and I suspect maybe someone stole the gas out of the car or even worse.

I tried disconnecting the fuel line at the carbs and cranking the car, in hopes that air would come out of the fuel line and gas would start flowing - but no luck.
