Front end vibration - what to try next 200 1990

This 240 has had a bad vibration for a while. My daughter was highway driving last night said that at 60 mph the steering wheel was vibrating so badly that she had to keep switching hands because they were getting numb from the shaking. I've tried changing tires around, replacing the motor mounts, replacd the steering rack, and had an alignment done. None of these made difference.

What do I try now??????
