740 no start - help. 700 1989

I do have spark to Cyl #1. The FI relay is clicking when I turn key to ON position although I can't hear the typical whirr of the fuel pump that I used to? But when I remove the fuel injection relay and jump 87/2 and 30 (as per FAQ), I CAN hear the main pump. I haven't listened for in-tank pump yet. When I try to start I'm sure I can hear a pump whirring. I took the FI relay apart, and it looks new and is date stamped 2002.

What next?

Maybe it's time to invest in some fuel injection diagnostic manuals too.
