740 no start - help. 700 1989

If you did all the jumper tests, that should be good. But I would try a normal start with everything the way it should be and see again if the plugs are wet or dry. One a side note, turbos really,,really,,really,,hate any type of air leaks. Did I say really? Also, it may sound like a normal crank, but if the battery isn't putting out a true 12volts, it won't start. If you suspect timing, put a timing light on it and see what you get for a reading..

Update: Just reread your posts, but the fuel pump I don't believe should make any type of sound just putting the key in the "on" position. Safety feature. Releasing the key from start you should hear the pump for a second or two..
