1987 240DL Will Not Start 200

Driving the 240 I have experienced "jerking" at higher gears and I had a stalling episode this morning. Car will not start after parking for several hours. I have spark, checked the fuses and the 20amp fuse under the hood. I am assuming this is a fuel delivery issue so I have listened for the audible noise of the "in tank" fuel pump. I did not hear the pump cycling so I checked the voltage at the pump and the reading was 10 vdc.According to manuals the pump operates at 12 vdc. I thought this may be relay problem so I removed the relay and used a jumper wire across pins 87/2 and 30 still nothing. I have yet to look at the voltage across th external pump or look to see if I have any fuel pressure at all. I guess I am looking for advice on the next steps to take. Thanks for your help!
