insanity has set in -- third brake bleed did not work 700

Not saying this is your issue necessarily. But if you hold pressure with the engine off, and you can just about stand on the pedal without it dropping on you, then your brake system hydraulics are most likely okay. If the soft feel only comes in when you start the car, it may actually be the power boost unit itself.

This solved the problem on my 94 Chevy truck with ABS, and quite frankly, brakes is brakes. Another thing that will cause the soft pedal is the rubber brake lines. If one bulges more than the others, that's your problem area.
