1991 240 still wont start 200

last week i posted about my new 91 240 not starting. it was suggested if i jumper the #4 & #6 fuses and it starts replace the fuel pump relay. sure enough it started immediately after sitting for over 6 months but after replacing the relay no change. any chance of getting a bad relay out of the box? also read that if no RPM signal the ECU will shut off both fuel pumps, with the key on i hear nothing from the gas tank or underneath, so where is RPM signal coming from & how do you check it. If the ECU is bad would the car have started/ran with the jumper on the fuses? I jumpered the fuse box again, cranked and let it run a minute or 2 then removed the jumper, it died in 3 seconds so i check the dignostic box for code and got none, only 1-1-1. your suggestions appreciated.
