clutch drag means new clutch needed? 900 1993

1993 940 2 litre wentworth turbo estate, dark grey, alloys, 150K . . . nice.

if your clutch is right down on the floor and it's a swine to get into first second or reverse when stopped but easy when youre rolling, does it mean a replacement clutch is needed?
I just got the brake/clutch fluid changed and bled in the hope that it was the problem but it's just the same. My mechanic says sorry but it may need a new clutch.

I thought I'd check with the experts first before spending any more money. Has anyone had a similar thing happen to them? I would be grateful for your opinions . . .
