240 Overdrive BIG PROBLEM 200 1989

I have an 89 240 wagon with 260000 miles. The car has stopped going into 4th gear. I have replaced the overdrive relay and the overdrive solenoid, checked the wiring, plenty of fluid, and am getting a click from the solenoid, so I know it works. Is there anything else I should check out before I consider putting in a transmission?

The car works great, little rust and I have a part car. The transmission shifts fine except for not going into 4th. I can't do the transmission myself and it will cost about $900 for parts and labor. If the tranny is the problem, is it worth it? Any brilliant ideas?
