IAC Valve adjustment 200 1989

After I cleaned my IAC a couple of days ago, my idle was irregularly high (1000 +). So reset the ECU, and I gave it a day for the computer to make the necessary adjustments, but nothing happened. I pulled the valve today, and I now see that it isn't fully closed. I have read posts about taking the IAC Valve apart for further cleaning of gummed up shafts, but I don't see the tabs that they speak of. I do see a screw that looks like it could be used to adjust the valve shutter, but it's covered in glue/locktite/whatever. Has anyone used this to adjust the valve?
