Tourist and diplomat sales decal 200

I have a 244 and 245 that have this decal on the back window.The Wagon came with a pile of paperwork in Swedish with the car that had the owners name on it.I guy told me,(not the orginal owner) that you could go to Sweden and drive a Volvo then ship it back to USA.Whats the deal? do you aviod tax because it is a Used vehicle rather than a new one? The other one,A 89 240 Sedan had Glass front light assy's instead of the plastic ones.Are the glass headlights only used in Europe?The Side marker light assys will only fit with the Glass headlights-I had tried to put them on a 240 I had with the plastic lenses and they are different on how they mount together.
