95 960 Middle vent blows warm 900 1995

My 95 964 blows warm from the middle vent when the A/C is on. The hotter the weather, the longer it takes to cool down. Sometimes it takes almost 45 minutes of driving to cool down. Then other times it can freeze you out. I don't get it.
The car has 159,000 miles on it. What is going on?
