Use hot-start procedure! 120-130 1967

...which is: Throttle to the floor (NO choke!), and crank starter until the extra cool air cools things off and it catches...this is the stated hot-start procedure in the manual also...typical, not indicative of a problem, and nothing new for around here...

...can't help with the VR, but try the "usual suspects"
