Horn only works if you push the pad really hard....need to get State Inspection 200 1991

Hello all.

I have a 1991 wagon w/90,000 miles that I bought last year. It was "old man" owned for most of its life. I need to get it inspected but I'm not sure if the horn will pass. Sometimes it won't sound unless you push really hard on the pad. It didn't do this when I first got the car and it seemed to come about all of the sudden. I'm not really sure what to look for since this is the first horn button problem I've ever had with a 240. This is my third one and the first with a air bag. I do know to remove the ground cable before removing the air bag.

Any advice on what to look for would be greatly appreciated.
