Starting problem 200 1980

I've posted this problem before. The car starts cold and hot. If you leave it for 40 minutes or so so that it is cooler but not completely cooled it will not start. It turns over like a charm but does not catch even for a moment. Nothing at all. I discovered today that during this condition the fuel pumps are not working so you might think of the relay however even when I jump the pump it will not go. What do you think?
