Starting problem 200 1980

I cleaned off the fuse terminals and started the car (cold). Starts fine. Starts up fine when hot. I let it cool down a bit again and no start. I can get the in-tank pump to go by jumping #9 fuse to #5 but I cannot get the main fuel pump to go. If I connect #9 (hazard) to #7 (main fuel pump) should it turn on?
