bad catalytic converter? slugigsh after running, poor off-idle 700

Suspect: 1991 745 B230F with 115k miles

Symptoms: bad off-idle performance, mileage not great (not horrible), about 25mpg highway, and lacks power after running for a while (almost to the point of not wanting to move at all).

Again, I'm not sure of what it could be but as the system from the cat back needs to be replaced, I could contemplate doing the rest of it. But, I would rather start with something much less expensive (FPR has been replaced)
