Clearcoat failure on red 1995 940 - repainting questions 900

On my 1995 red 940 the clearcoat on surfaces facing skyward have failed. I bought the car last year with this condition. Oddly, the pattern looks like someone spattered a solvent on it. I called a paint shop and they said that this probably was oxidation of the paint and so all the paint (the red) must be stripped first at a price of about $200 per panel. So hood, car top and trunk would be stripped. A few months ago I saw another red 940 with nearly the same pattern. So I guess the flaw was introduced at the factory. Any ideas on all this? I'll get some pictures up soon.
