Not sure about the noise.....I have learned to always weld these Necks on new Mufflers before installing. This has been my point of failure on exhaust systems. The whole thing is intacked but the pipe and Neck spins. With no reciept, it's tough but you should be able to get a free replacement in teh name of Manufacturers workmanship problems.

That doesn't help you in doing the labor unfortunately.
