voltage overcharging questions 200

today i tightened the 2 alt belts to specs.

the car now is visibly overcharging.

at rest the voltage across the battery is 13 plus a bit

at idle the voltage swings wildly between 15.8 -16.3 volts way to much

the voltage regulator was replaced 20,000 miles ago?????

the dashlights, headlights, instrument light and even the radio light pulse from normal to slightly less and back again at rapid and regular intervals.

engine speed does not effect this flickering.

NONE of the warning lights illuminate except the bulb out sensor sporadically.

i am thinking i did something adjusting the belts and will loosen them a bit in the morning to see if things change.

have anyone had a regulator go bad in such a short amount of miles?

i do not want to drive this until it is sorted out as my battery is good and i do not want boil off the electrolyte.

thoughts anyone where else to look?
