If you have a sedan, you should be able to remove the plastic panel from inside the trunk on the LH side and see the wire harness that leads to the pump/sender unit. There is a disconnect up near the LH trunk hinge that is a real convenient place to check for power. The pink wire that is a bit heavier guage than the other wires is the the pump power wire. As the other respondent noted, you should be able to measure 12v in the pink wire for a couple seconds when you first turn the ignition on.

Power at the pink wire with no pump noise = a stuck pump.
No power at the pink wire = a problem forward of the pump like a bad relay or fuse.

If it's been sitting 4 years, I'd lean toward Randy's logic (stuck pump).
