Seatbelt warning lights comes on randomly while driving 200 1989

just noticed it yesterday when I was at a stop and my eyes caught the SB warning light go on and then off. Oddly, it's usually accompanied by a weird low buzzing noise, which I've heard on and off weeks before but thought it was a bad CD in the CD player. What is causing this flickering on and off? I checked the driverside belt and it looks fine.
