vent blows hot air while on "cold' setting 900

Mind you, I have not begun to delve into the situation about the non-functional Air Conditioning, but with only the vent position on (non AC), the air coming out is distinctly not "cool" corresponding to the ambient temperature. I did believe that I would replace the climate check valve, since there is also an issue of losing the venting capacity when under load - can this problem be related?
