Exhaust/Cat. Questions 900 1992

HI
One of the three bolts that squeeze the flange at the front(engine side) of the cat converter has rusted thru. This now allows a small hiss of exhaust prior to cat. I tried to remove and replace last night but quickly found that P.O. had welded the head of the bolts to the flange, cant imagine why. Nice thick bead too so I couldnt dremel them off. If I take it to a muffler or weld shop do you think they could heat up and remove? And a second question which leads into my third question, 2)Is the front part of the flange actually part of the downpipe, 3)should I just replace the cat.(184,000miles). The flange is in fairly poor shape(rust) and I am concerned that if I try to replace cat. and it turns out that the front part of the flange is actually part of the downpipe(kinda looks like it must be) then I'd be stuck replacing it too?
