engine swap from 240 to 740 but no start 200

I hope your friend can see this, as a description might be hard.
I aplogize for the huge 2nd picture but that's how it copied from the FAQ page (url below).

The following picture is from 700/900 FAQ at

Although it is NOT a Regina flywheel (not even a tone ring), I think the reference "arrow" applies to both LH and Regina.

Note the 2 white dots at the top of the flywheel, relative to the white arrow. When the arrow is at "12:00" (at #1TDC) as the label says,
the white dots will be at "9:00".

Keeping that 9:00 position in mind, look at the picture below, which DOES show a tone ring, with its square holes.
The "triggering" spot is where one hole has been omitted, leaving a solid blank space (shift picture to center the tone ring).
Notice that "solid" spot is at "3:00" relative to the Arrow at "12:00" when crankshaft is set to #1 TDC (compression stroke).

I believe this picture above is an LH tone ring, but the Regina is described as being the same
except for a second solid blank spot that is 180° opposite.
