Actually, here in the U.S.A., most places no longer sell gas without 10% alcohol: it is all E10. So, many of us do not have a choice between cheaper E10 and regular gasoline.
E10 lowers fuel economy for many people. My car goes 1 or 2 miles per gallon less on E10 than on regular gas.
As for octane, you probably rate gasoline by the RON method in the Philippines, so 95 octane would be equivalent to 91 octane in the United States. That should give you peak performance out of your engine. Anything more is very unlikely to give increased performance or fuel economy, and anything less is likely to cause knock at high demand (like acceleration), in hot weather especially.
If the E10 is cheaper than regular gas, and if you can find it easily in 95 octane, then it should work well in your car. At the very least, I do not believe there is any possible way the E10 could harm your car, so if you do not like the way it runs in your engine, just switch back to regular gas.
