No start, long post 200 1988

My '88 244GL won't start. I've been chasing down an intermitant no start and no power under load. I've replaced or checked everything I can think of.

Here's the list of parts replaced with new or confirmed working:

New in-tank pump, hose and sock.
New main pump and filter.
New fuel pressure regulator.
New seals on top half of engine and front seals.
New timing belt
New spark plugs, wires, cap and rotor. New bosch super coil
New cat, O2 sensor and exhaust
MAF confirmed working by testing and swapping with my '88 245
Relatively new IAC valve. Tested and is working fine.
Accordian intake hose replaced. New vaccuum lines.
New engine temp sensor not the coolant temp sensor.
Checked the connections to the ECU and cleaned every ground on the engine.

Before when I tried to start her and had problems I could see the tach moving and if I stepped on the gas sometimes she would catch. Sometimes not but I could smell gas.

Tonight when I tried to start her she wouldn't start at all.
My tach didn't move when cranking but I did check the tail pipe and smelled gas.

I think the fuel injection relay is good because I smelled gas and I know that sends power to the ignition system.

I've read that the ignition control module or the ECU rarely goes out on these cars. I'm wondering if it's those or the distributor/Hall effect on the block.

I've read the FAQ's on checking the dist. Something about 0-5v Could someone elaborate on this?

I'm at a total loss on how to fix this. I think I have thought about every possible solution and I'm coming up dry on this.

I'm about ready to sell her.
Anyone interested in an '88 244GL IPD and loaded to the hilt with all the Volvo options and bad clearcoat?
If not I'm gonna grab my baseball bat! I'm THAT frustrated!
